Keep running over civilians until your wanted level gets maxed out. Soon the army will start coming after you with tanks, steal one of those tanks and keep shooting missiles, just hold down the button. If you hold the button the chain won't end so you won't have to worry about trying to destroy stuff in rapid succession.
