This is awarded for using the OCP (the secondary fire of your Pistol) to take out any electronics, such as lights or cameras. If you're playing stealthily this will come long before the end of the campaign.
To use the OCP first, assign your Pistol (R2 and D-Pad-Right) then press Square to ready the pistol, aim at what you'd like to temporarily shut down and press L1.
The effect is not permanent and it takes a while for the OCP to recharge, but it is completely silent.
