Where: High Rollers Club
Once you gain access to the High Roller's Club, you will find Nick Verago chilling out at one of the tables. Talk to him and tell him you need a lawyer. Butter him up repeatedly by feeding into his ego and then, after all that, he'll shoot you down, stating that he his Maximino's lawyer exclusively.
While this could technically be missable, I'm not quite sure of it. Some clarification would be appreciated to update this as necessary.
