  There are 23 towns or settlements in the game that must be saved from the undead. Even if there are no survivors left, as long as you can be in town without being killed, it will count. The locations are:

  1. Blackwater (probably the easiest one to lost against the undead)

  4. Pacific Union Rail Road Camp

  5. Fort Mercer - This is always a safe zone, but you still need to check it
