Bears only appear in West Elizabeth. By this point you should have some strong weapons.
A safe place is Bearclaw camp, since there are some cabins that you can enter and bears wont, or at least take their time to enter (if they can).
You can also go to Tall Trees, but without cover it can be hard to skin the bears and keep an eye on your surroundings.
