You will gather this when you go to the cemetery chasing after the trail of the Bell Killer. After uncovering the only lead that will explain more about the Bell Killer's interactions at the graveyard, you must pursue after the ghost girl Sophia. Once you enter the Quarantine House, you will end up "having" to learn the ability in order to proceed further.
