    Even without using Limiters, if you complete every Test (specifically Agency Tests as they give you an entire level per Test), you can get this before the end of your second playthrough.

    Prem-aka-PrinceI don't know if you can do it wholly without limiters, but I got level 27 by the end of my second run. I loaded myself as heavily as I could with the limiters, and did the Tests as soon as I could, ended up getting level 24 even before fighting the Spine (soon after finishing all Tests). After that I turned off limiters completely and still got the other 3 levels.
