This setup will obliterate each level of the Agency Test as well as work incredibly well on the final boss:
Active + Upgrades
* Flood + Ping + Void
* Mask + Mask
* Void + Ping
Passive
* Bounce
* Crash
* Jaunt
* Breach
The strategy for this is to spam R2 so you can attack as fast as possible, then while in Turn, go Mask -> Void x 3 -> Flood (until your bar is filled). This will one hit the first round and potentially the second, but you won't have to do this combo more than three times in a round to win. All the Passive upgrades will give you a shield, damage resistance, quicker Turn recovery and more Turn planning so you will not have to worry about being attacked.
