You can choose not to save dock town from the dragon attack and still get this trophy. You need to do every side quest for Neve/Docktown. You also should try to sell all your valuables to the merchant in the crossroads that serves as the replacement for the Shadow Snakes vendor. The final thing that helped me finally unlock this trophy is by going to the Maker's temple in Docktown and lighting the three orbs for the fallen snakes.
