  You'll need to wait until you've unlocked Sulphur Bomb and Comet Drop to accomplish this.
  
  Get on the rooftops and find a group of enemies on ground level who are clustered together. Drug dealers are an ideal target as there tends to be often at least 5 of them standing in a small radius.
  
  Lob a sulphur bomb at them with L1, as long as you have three clustered together coughing, then jump off the roof towards them, hold square to comet drop and hey presto, trophy time.
  
  If you've got the upgrade to the sulphur bomb it expands the radius making this a bit easier, but that's not essential.

  The fastest way I found to get this was in Drug Busts, start the drug bust then wait a few seconds for more enemies to appear. Throw a Sulfur Bomb near the largest group then quickly do a Comet Drop and you should have this without issue. This is an easier route than doing it against D.U.P. agents as these enemies aren't as powerful and will usually be subdued after the Comet Drop.

  Hey everyone! I found that the easiest way to get this is right when you get comet drop there SHOULD be enemies all grouped together below you at the gas station. At least it was in my play through. Just toss a smoke down right in-between them and drop on those suckers. If not you can always find groups of enemies coming out of APC's or groups of drug dealers. Good luck!
