This is a pretty long process. You get it after killing a fully powered up Level 5 Experiment in Djose Temple. To do this you have to dig for about two hours in Bikanel Desert, and find 5 manuals. Unfortunately one manual is in the secret Chocobo dungeon so work on getting
first.
