  Just reach Heat level 10 by causing trouble and driving recklessly.
  
  2 methods:
  1. Don't return to the hideout before the end of the tutorial, then go off and start & win head-to-head challenges until you reach level 10. There wont be any cops about.
  
  2.You can also achieve this easily whilst racing the "Grand Tour" race which is unlocked when you reach the last racer speed list. So you don't need to go out of your way to earn this.

  As a racer you need to build up heat by doing activities, taking out cops, avoiding spike traps, road blocks, hitting cops with tech etc.
  
  I did a race and some other activities until I was around heat 7. I then found an area with a hideout and repair shop close together and drove up and down the road whilst being chased and hit the cops with shockwave when I could and also used a jammer. Went through the repair shop each pass and kept this up until I hit heat 10.
  
  You will get the trophy immediately, but having the hideout close allows you to bank the points too

  You can combine this with the "Bigger Points" Trophy, which is earn 500k speed points and bank them in a single go.
