This one's easy enough. Naval contracts unlock at forts you've captured. They involve ship battles in one way or another - either sinking boats or collecting resources. The last one you unlock after completing all the others is an escort mission. I recommend having a fairly well-upgraded boat, as the missions may involve taking down man-o-wars.
