You will obviously need to have unlocked NiGHTS or Reala in World Tour first. The track in question is called Nightmare Meander and is in the Superstar Showdown tour which is unlocked after completing the main World Tour. You can do this on C-class which makes it very straightforward. Just fly through all of the rings.
