First get a cop to be chasing you, as you're driving away, allow the cop to catch up to you. Then aim with your gun, and shoot out his tires.
You can also just get a wanted level and shoot a cop car's tire at a precinct. It appears you just have to shoot out a cop car's tires. It doesn't require a person in the car, or the car to be moving.
