  This Trophy didn't pop for me even though the Scavenger one did for collecting everything. Any idea why this hasn't popped?

  Hmm. No idea. Were you on a New Game + mode? Did Scavenger pop mid-way through the game?
  
  My only guess may be the note Frank left to Bill in his town that you give him? After Bill reads it, he drops it and you can pick it up again. Might it be this? I remember missing it in my initial run because Bill drops it and you have to pick it up a second time.
  
  If not, you may have to start all over on a different save and go through it again.

  I did a brand new play through so that I could get all in one play through and scavenger didn't pop until right near the end. I picked up the letter again that Bill dropped. Since posting my original comment I've read that the latest patch could be the cause of this. I will delete the patch and start again and just go through on easy.
