This Stratagem can only be unlocked while playing as a Vagrant officer (you have no ruler), and it's suggested your traits are affluent or you take part in skirmishes that give you affluent fame. Once you reach level two, make a deal with the Suspicious Hermit and after a few turns you will be rewarded with this stratagem.
