An easy location is in Ledecestre in Ledecestrescire. Head to the viewpoint and you will find 6+ enemies patrolling a church here. They should be easy to take out one by one. Unlocking the Chain Assassination skill will make this even easier. After assassinating the enemies at the church, look around the city for more guards on patrol, they won't attack you on sight.
