Once again you need to finish all of the challenges (to at least Spectacula to complete the DLC list) they are:
Bomb (Midtown)
Gadget (Greenwich)
Bomb (Chinatown)
Combat (Financial District)
Once they are all done, you'll get a call from Screwball, who'll mention a party and say you're not invited.
You'll have to play main missions until Miles texts a location for the side quest in the Financial District.
This is a very annoying chase, she will burst out of a bomb box when you appraoch it and fly/run away. You need to follow her. Photobombs for the first ti.e are mandatory. The first is a bomb and you can easily do it. The next two are passing through water towers, like on the second expansions challenges. Then you need to destroy a load of Hammerhead drones before you can take her down.
Once the cutscene is over, you'll get the trophy.
