The last of the four teams unlocks upon completion of System Sector (KH: re-Coded) in World Tour Mode located right before the blue and purple split in the upper middle of the map. Play a song with each character by switching to them either in the Team Menu or highlighting under the Play button and tapping left or right. You do get your second team fairly early but must complete all of KH 2 before unlocking the last two.
