You'll most likely obtain this well before the story requests, but to get Rank C, you need to bring your guild into the 100th ranking or lower. There is no quick way early on for you to obtain this, other than simply taking any and all requests and upgrades available to you. Once you reach C, some requests will give you more Renown per request, making it easier to rank up after.
