To acquire a skill, you must dive into the Character Maps by using the Growth Chart in the pre-battle screen. This will require a combination of medals and Berries to buy the upgrade. For skills, look for the bronzed sun; there will be quite a few general skills to purchase in the Beginning Map, while most characters themselves will offer only one. There are some characters that won't offer one, but you can easily find out by checking their Map 1.
