To achieve a promotion in Treasure Logs, you must unlock and uncover missions in the difficulty afforded to you until the Decisive Battle appears. Once you've found it, head in and complete it in order to unlock the next difficulty. For this instance, the decisive battle in the East Blue difficulty will allow you to play in the Grand Line group of missions.
