I went through the whole game and didn't earn this, so I reloaded the chapter: "Comstock Center Rooftops" which is near the first magnetic hook section.
When you jump to the last hook, an enemy will walk below you and give you a perfect opportunity to Sky-Line Strike him. Do it, then reload checkpoint until you get it.
There might well be a better area for this, but this is what I did.
