  Mugshots are sent to another player when they take you down and Smugshots are sent to another player when you beat a Time Road Rule/Showtime Road Rule set by them, so the easiest to get is for a player to take you down whilst in an online game.
  This can be unlocked in public or private games
  
  Any USB camera will do, even an Xbox LIVE vision camera.
