    You need to unlock all 5 of the missing ninja:

    Futo - Level 1 Ninja Mountain
    Suzume - Level 2 Leaving Home
    Shen - Level 6 A Distress Signal
    Tora - Level 9 Grassy Hills
    Kunoichi - Level 12 Winter Range
