Empowered Slow is an ability you must obtain from the skill tree. It can be found on the left side of the skill tree to the right of the force section.
Once obtained find an enemy and make sure they are low enough health to be a one hit kill as they break out of the slow effect upon being hit. Then press and hold
for about a second or two until Cal releases an energy burst, then simply hit and kill the target.
