If you hit square when you start the game you will be able to decorate yourself. However you may not have any items for it.
Instead you should progress through the tutorial, watching the tutorials, at one point the game will give you some decorations, at that point you can hit square again, select decorations and quickly apply a head item, a body item and a decoration.
