You can get this on Mission 8 Highway of Death. Once you take out the last mortar team the driver will spawn and start coming towards you. You can try to hit him the entire time but as he gets closer it does get easier and he slows down. You need to land 2 shots on the windshield and put one through the head to stop him. If you fail just reload the checkpoint. Also as he gets closer there is less bullet drop.
