This is one of the most bugged and ridiculous missions I ever encountered in games. Be warned that this one on hard difficulty is extremely hard and to beat it you will need several tries, many saves, and you have to use all the options the game gives you. It's a lot easier on normal and easy difficulty.

First demolish ministry, it's eating your money. Now move food farms closer to the tobacco ones in order to use Multi-Culture operation mode. You may add one or two farms to ensure supply is high.

Also add planks factory to the logging camps in the forest (easily missable). You may want to produce boats or furniture later.

For now, ignore main objectives. Build up a very strong economy (I REALLY MEAN IT). You will need tens of thousands of dollars, you can thank me later. Maximize your colony in current era so make a lot of factories, use buses often (without them your economy will collapse as workers won't go to the factory fast enough), maybe activate Employee of the month edict, build a power plant. Save at least 100k$ before you advance to the next era.

Now do the main quests until you're asked to increase communist Strong and Diehards amount to 200. This is where the real fun begins. Change your constitution to True Separation (for liberty bonus) and State controlled media (for propaganda bonus). Now in this game propaganda doesn't really do much, from my research it's almost useless in this mission. You can have a lot, really many newspapers, tv stations and radio stations and still people won't shift to the faction you want so how to complete that objective? There's a way.

Build a Spy Academy and Pirate Cove, change the latter operation mode to On Dead's Man Chest. Put people there on high wages and tell them to Rescue: Many. By doing that every boat should bring some die-hard communists. Also watch for Soviet Union requests and fulfil them by broker or manually, then choose 10 immigrants as a reward, some should also be communists. If you do this correctly Pirate cove should constantly be bringing new people without need to build up raid points as this will be covered by Spy Academy.

Simultaneously build many newspapers, radio stations etc. Why do this if propaganda mechanic is almost broken? Just to keep some communists from changing their political view, and it's also required for the next step. Change their operation mode to encourage people to communists faction, do the same for entertainment buildings like Mausoleum if applicable. Do not panic if communists amount is getting lower sometimes. Fresh people will come on the boat.

By this time you will start losing a lot of money and guerillas will make your life a lot harder. You have to build watchtowers, barracks and army bases to defend constantly. Constantly ask your alliance partner for foreign aid and sign trade contracts to survive. You may also want to use a State Loan.

When you get that stupid 200 commies objective then you'll realize that it's not the end yet (WTF). Now you have to build 5 media buildings and get liberty happiness to 80 (!). If you're out of cash you may want to sign a Nuclear Testing edict. If Penultimo says you're bankrupt when you're -$50k just ignore him.

Now put all media buildings on normal operation modes and change constitution to get every liberty bonus. Also maximize wages of workers in media buildings and build new ones so every house is covered then pray. If you have strong enough army and people support you should survive to the point when liberty is 80 and mission ends.

Congratulations. You just beat the most ridiculous mission in the game.
