Kokoro's Judgment Blade, one of the skills she starts out with when she joins your party in Chapter 2, can inflict Confusion. While this does not apply to Bosses, it can easily affect any Specter and some Revenants, making it to where they'll just start thrashing without you being near them. Therefore, Chapter 2 would be the earliest you can inflict one on an enemy.
