There are plenty of ways to get a 20 hit combo.
Using the first character you unlock of Satsuki you can do the R1+X dash then press Square to do her dash strike that hits multiple times. From the dash strike press Right on the controll stick and mash Square. This will do a combo that ends in multiple hits.
The whole combo will end at exactly 20 hits.
