The final boss of the game has three forms to it, though you'll probably only see two. In the Corporate Dimension, the face of GalactiCo is actually the Corporate Entity of GalactiCo, a large face with the GC logo for irises. Dealing enough damage to him will also bring back the President to aid in battle similar to Porky from Earthbound. Once both are dealt enough damage, they will merge to make Super President, the second form of the fight.
From here, the SP will rotate between two forms, thus the insistence to use Summons more often. He'll do enough damage in his normal form and then change into a spherical sun with satellites. In this state, he'll recover lost health and each of them will get a turn to recharge and or attack.
