Once you've either looted or bought a weapon with a shock elemental bonus (You can see the bonus in the weapon modifier box in marked with a little lightning bolt), just kill bandits or any animal with it and this will pop. You can also shoot barrels around enemies (which explode and damage or kill surrounding baddies) containing this element to count towards the achievement. In this case the barrel you need to shoot will be blue.
