As soon as you take control of Ryo after the game's opening cut-scene, simply leave his bedroom and walk to the telephone by the front door.
Press the X button to interact with it, and dial the number '110' to have Ryo think about calling Yokosuka's finest... and more importantly unlock your trophy.
