The aforementioned solution is good but let me share mine that worked in a few minutes:

    1. Go to the Elder Recess, Camp (8).
    2. Look in the blue water right there in camp. He was on the left side of the water for me. He may be slightly obscured from your vision behind some crystals. Just walk around a lot, turning your camera every which way to find him.
    3. The rare fish glows with blue and black, very hard to miss.
    4. if not there, open up the world map and go back Rotten Vale's location in the solution above.
    5. If not there, go back to Elder Recess. Rinse, repeat.

Major_AgnosticTry to find it in LR instead of HR. I spent an hour trying in HR then read about people finding it on the first try in LR. As soon as I went to the Rotten Vale location in LR, it appeared, so I'd recommend giving that a try.

In rotten vale go to area 15 and there will be fishing areas. The on pond can spawn in the living fossil which looks like a big dark blue fish with bright blue spots on it.

It can take hours to spawn. So switching between maps is a great idea.
