How to unlock the Worker's Best trophy

To earn the "Worker's Best" trophy in Papers, Please, you must move up into the best class of apartment available to you, Class-5, before the end of the game.

You start the game in a Class-8 apartment and must move up through Class-7 and -6 before you can move into the -5. You get an opportunity to move apartments during some end-of-day results screens. The earliest you can possibly move up into a -5 is Day 22 (December 14th), though it doesn't seem to be guaranteed that you'll get the opportunity on Day 22 itself as there's some amount of randomisation at play.

Given the relative costs, the ONLY advantage of upgrading your apartment is getting this trophy, so commit to making as much money as possible on this play through. Moving to a new apartment costs 100 credits up front, and fees will increase too:
Class | Rent | Heat | Total | Earliest Available
8 | 20 | 10 | 30 | N/A
8* | 25 | 10 | 35 | N/A
7 | 30 | 10 | 40 | Day 12
6 | 40 | 5 | 45 | Day 17
5 | 50 | 0 | 50 | Day 22
*An unavoidable rent increase arrives at the end of Day 4, November 26th.

I'd recommend burning EZIC's 1000 and 2000 bonuses when it arrives in your end-of-day summary - it will always be confiscated on Day 13 along with any other savings you had at the time.

Otherwise, there are a few ways to keep yourself in the black throughout your career listed below. If you run out of money the game will end.

+ Turn on Easy mode in the game settings. It doesn't affect gameplay much, and it gives you a $20 bonus every day.
+ Detain everyone you can unless their detention blocks progress towards a trophy or threatens to end your career. You get a bonus $5 for every two people detained from Calensk the guard , paid every two days from Day 9 onwards.
+ If you're desperate, turn off the heat for a day. Beware that one of your relatives may get sick later and need $25 medicine. Of course, you can let all but one of your family die too... (keep one alive or the game will end!)
+ When given the tranq gun, try and take down any terrorists on the days they appear. You'll get a $20 sharpshooter bonus if you manage it.
+ You can adopt your sister's kid on Day 21 (December 13th). Although it costs $40, you get $100 the next day.
+ Naturally, try and avoid citations by carefully examining paperwork. You get two "free" citations a day and then you start getting financial penalties.
+ Aim for 9+ people processed each day, particularly after you have unlocked all of the shortcuts (you should buy all of them, the efficiencies outweigh the costs).

Once you have moved into a Class-5 apartment the trophy will unlock. You can always immediately downgrade to Class-8 the next day if you're in danger of running out of money - you'll get $225 back.
