Some of the classes of powers give you the charm abilities (psychic, plantmancer, etc). Easiest way is to use one of them to cast charm on an enemy. Then leave that one alone and damage another, closerby one. Sometimes the enemy will target their ally to KO them, so use a time-rewind ability to save your charmed enemy, and allow them to strike the finishing blow
