    Primarily, I believe the quest involves you to have encountered Mecha Grunty 50 times and refuel him every time. Successfully doing so in stages will give you several limited items like the Steam-themed gear, while the fiftieth successful refuel will show that he took off without crashing. Return to the Harbor district and report in to finish the quest.
