Choose any rally (preferably a custom one with one shorter stage in day 1), damage your car enough so that most parts are yellow/orange and get to the finish. Once you head to the repairs menu keep changing the options until you hit exactly 45 minutes of repairs. It can't be less and it can't be more (you'll know that when the game will inform you about the possible penalty for exceeding the allowed repairs time).
