This is awarded for making a choice at the end of chapter 13.
For this one, shoot into the air when you are surrounded by civilians at the end of the chapter. They will scatter and allow you to proceed. Make sure not to shoot anyone on the path to the exit, though it is tempting as you will have insults and a rock thrown at you. Once you reach the exit the trophy will pop and you can reload your checkpoint to obtain the opposite trophy if you wish.
