When you have to go to Colibron Plaza to get a key, Ivan is speaking on stage. The easiest way to get past is to Semblance one of the guards on the street right before the steps up and then head down the stairs on the left. Keep Semblance going until you reach the room on the far right, there is a guard down there. Pull the lever, loot the unconscious body and quickly exit via the broken wall.
