get all of the following items
flour
bottle of milk
lump of sugar
and than press
and press
and then go the items that require 60+ intelligence to craft and then find the cake and then hold
on the cake
and then find a cop and hit it(you do not have to kill it. i just hit it once and it unlocked for me)
