This item is available in the Second Act during Sebastian's personal quest (Repentance). Before you enter the cavern in the basement of the Harriman Estate, there is a dead Flint Company mercenary. The heirloom/Starkhaven Longbow is on the mercenary.

After the quest (Repentance) is over, head to the chantry and give him the bow.
