Once you get the Wind power (Trigger + circle above your head), create a circle in front of you to make a tornado. Quickly switch to Lightning (Trigger + swipe left or right), then swipe the Move again to left or right to create a Lightning Trap underneath the tornado. This will turn the tornado into a lightning storm and and then simply cast a lightning bolt.
Here's another video by benjamin buchberg on YouTube to help you out. Though I don't see him casting the storm, which is odd. I had to do it. But the premise is there if you need a visual.
