Its random for her to show up in a photo. Although with my progress on X1 & PS4 she has shown up during Chapter 8 and at the end of Chapter 7 respectfully. It will help to camp often during quests to clear out the photos so Prompto can keep snapping away; this is easy to do if you are clearing all the side quests before continuing to the end of the chapter.
