You need to gather a crowd of enemies and fight them all in quick succession. The easiest place is outside of Dr Galvani's house in Mission 3. Make sure you get the guy on the second floor balcony first so he won't shoot at you, taking him out with a gunshot makes sure to get the attention of everyone else in the area. The enemies can be a little apart, but not too much.
