The first possible chance you can grab this trophy is just before heading to the Farmer’s Market in Arcadia. You need to have had already upgraded one weapon at the station in Neptune’s Bounty, as each weapon needs 2 upgrades. After defeating Peach Wilkins in Neptune’s Bounty, head down the stairs and grab your weapons. Head down to the next floor and you will see the Power to the People station directly in front of you. The station you can unlock this trophy using is the one just before Farmer’s Market. After you’ve gotten the directive to head to the Farmer’s Market, you will pass through an area called Tree Farm. Go through this area and up the steps leading to Farmer’s Market and just as you get to the top of the steps, the Power to the People station is gonna be on your left. Upgrade the rest of the weapon you upgraded in Neptune’s Bounty and the achievement will unlock.
