Once you complete the first mission of the DLC, you will have the boat. For this, I enabled the Turbo Jump mods for sea vehicles and would press cn_O to jump in the air and rain down a barrage of rockets on all the boats and helicopters around me. I kept jumping and firing. If I got too close to them then the rockets would miss so I would drive away and little and then spin around and repeat.

I found it best to do this near any of the settlements in the Stingray section of the sea as they would keep coming at me until I unlocked the full settlement. I got this within 2 settlement completions.

If you do not have the Turbo Jump mod, then I would advise doing the sea challenges in the main game content first to unlock it.
