Can be done quickly in the tutorial. Select the tutorial from the main menu and progress through to reach the back of the second van containing the sniper rifle. You do have to answer the first phone and open the back door of the first van, but subsequent tutorial prompts can be skipped until needing to fight the initial 3 enemies to practice “bullet time” and retrieve the pain killers in the subway. As soon as the rifle is picked up from the back of the second van, 3 enemies will spawn in the “enemy spawn” alley next to the enemy dispenser button.

Run over and use X to zoom in and snipe all 3 of these enemies easily while they’re standing relatively still. Use X to press the enemy dispenser button, then to make it even easier on yourself, run and wait in the next alley over, next to the subway staircase entrance. The 2 enemies that spawn in your way will usually line up against the staircase rail, and once in the alley, all subsequent enemies will line themselves up and charge straight at you as they round the corner of the subway stairs. You should have 8 at this time.

The enemy dispenser button will need to be pressed once more to reach 10. Note: enemies MUST be sniped while using the scope and the 10 kills must be consecutive without missing a shot to count. Bullet-time, the magnitude of zoom used, and where enemies are hit do not matter (all sniper bullets are one-hit kills regardless of impact site).
